The European Commission is consulting stakeholders on guidance for the responsible use of AI in elections under the European Democracy Shield. We submitted a position paper drawing on our work on DSA enforcement, the AI Act and election integrity in CEE.
We argue that voluntary commitments by parties and campaigns should go beyond legal minimums, covering clear labelling of AI‑generated political content, human oversight and accuracy checks for voter‑facing chatbots, and fair use of targeting and recommendation tools. The paper also calls for special safeguards during formal campaign periods and for commitments that reflect CEE realities: smaller language markets, weaker institutional capacity and higher exposure to foreign information operations.
